OUR MISSION

Rho Tau Lambda Foundation’s mission: to enhance the quality of life for Baltimore Metro area communities through outreach, community service and scholarship.

More specifically, we seek to generate donations and distribute charitable contributions to support educational advancement, academic excellence, and scholarship initiatives for area youth through community outreach and planned events.

The Foundation’s objectives are to inspire the highest level of potential and citizenship in the community, provide a solid foundation of scholarship and academic support and to support 1st generation college students seeking to strive for excellence and embrace scholarship.

Forrest Garrett

Role: President and Chairman

Forrest Garrett is the President and Chairman of the Rho Tau Lambda Foundation.

Forrest Garrett is a Senior Security Specialist at the Department of Army, Aberdeen Proving Ground, MD. He received his B.S from John Jay College, City University of New York. He served in the US Army for twenty-five years in such areas as infantry, military police, and criminal investigations. After his twenty-five-year career in the military, Forrest settled in the Baltimore area where he obtained a position as a contractor with CACI. This position enabled him to become a Government Civilian at C5ISR Center the leading research and development site for the Department of the Army. In addition to his daily occupation, Forrest is the current Vice President of the Rho Tau Lambda Chapter of Alpha Phi Alpha Fraternity, Inc. and a Past Master of Prince Hall Lodge #38, Prince Hall Affiliated Maryland Jurisdiction. Mr. Garrett is also the current President of the Rho Tau Lambda Foundation inc. Forrest is an enthusiastic Pro and College basketball fan. His favorite team is the New York Knicks. And he believes that anything is possible with hard work and determination. Mr. Garrett is married to his lovely wife Toya and has two sons Jordan and Trevor. Andre Jones

Role: Vice President and Vice Chairman

Andre Jones is the Vice President of the Rho Tau Lambda. In this role he partners with internal and external stakeholders to plan, develop, and enforce, policies and objectives for the organization to ensure it maintains its values, meets established goals an fulfill its mission.

Andre has successfully managed business operations, leading organizations to improve business productivity, saving over two million dollars of expense. He has been instrumental in developing leaders, creating inclusive cultures, and exceptional employee experiences. In his spare time, Andre loves spending time in the kitchen duplicating fine-southern cuisines. Andre received his MBA from Regis University in Denver, Colorado and Bachelors of Science in Business Administration and Business Management from the University of New Orleans.

 

Frank Scroggins

Role: Chief Financial officer

Frank Scroggins is the Treasurer of The Rho Tau Lambda Foundation. He graduated from Morgan State University, where he received his B.S. degree in Accounting. He currently works at The Social Security Administration and owns Scroggins Tax Services.

An avid sports lover, he played rec baseball and also played football, basketball and ran track for the Dundalk Owls. In his spare time, he loves following his favorite teams, the Dallas Cowboys, Washington Wizards, and Baltimore Orioles. Frank loves traveling with his beautiful wife, LaShawn Scroggins and together they have four children and 8 grandchildren.

 

Jamal Jenkins

Role: Executive Secretary

Jamal Jenkins is the secretary of The Rho Tau Lambda Foundation. Jamal graduated from Frostburg State University with a B.S in Accounting and then his M.B.A from Morgan State University. Jamal has been in the financial section his whole career ranging from healthcare finance, taxes, planning, and now currently in regulated utilities.

Jamal is from Baltimore, so he grew up eating Maryland Blue Crabs (the best crabs in the US). He spends all his free time fishing in the Chesapeake Bay in any season as long as it’s over 50 degrees. Jamal has a lovely wife and promises to teach her how to bait her own hook next season.
